Inhalte:
This course serves as a foundational seminar by providing a basic overview on the polity, politics, and policies of the EU. We will examine the history of European integration, discuss EU institutions and decision-making processes, and analyse the major EU policy fields.

Course structure
 
Part 1 History of EU Integration
 
1.       Introduction/European Integration Theories (chapter 1, 2)
2.       History of EU I (ch. 5 – 8)
3.       History of EU II (ch. 9 – 11)

Part 2 Institutions

4.       European Commission and Court of Justice, (ch. 13, 16) – 12.10.
5.       Council (ch. 14)  
6.       European Parliament (ch. 15)

Part 3 Policies

7.       Single Market, EMU (ch. 19, 20)
8.       Agriculture and Cohesion Policy (ch. 21)
9.       Environment and Climate Policy (ch. 22)
10.   Trade Policy/Common Foreign and Security Policy/Enlargement Policy (ch 24, 25, 26)
11.   Student Presentations, Review of semester
 

Lernziele:
The students who succeeded in this course, will be able to


  • to describe the different integration steps and enlargements
  • to explain the functioning of the institutional architecture of the EU.
  • to identify the developments of EU institutions in a historical perspective.
  • to discuss the basic features, achievements and challenges of selected EU policies

Proposal Teaching Agreement

Presentation (30%).

You will prepare a power point presentation (5 minutes) and written summary of 2-3 pages (double-spaced, 12-point font) on a news/issue which is related to the topic of the week (starting from session 4). Recommended is a news/issue which reflects a controversy between institutions (Commission, Council, Parliament), between institution(s) and member states, within an institution or between member states. In the presentation you have to explain your selection of the topic, summarize the main arguments of the selected article(s) and comment on them. You should not refer to basic features of a policy or an institution. You have to upload your presentation on Ilias eight days before your presentation is scheduled.
 
Exam (70%).

Simon Bulmer, Owen Parker, Ian Bache, Stephen George, and Charlotte Burns (2020) Politics in the European Union, Oxford University Press (fifth edition). I recommend buying the book. Alternatively, you find the book also in ZU library.
