Inhalte:
This seminar delves into the intricate dynamics and functions of international organizations in today's interconnected world. It aims to explore the role of bureaucracy within these institutions, shedding light on its impact, challenges, and potential for driving global cooperation. As the world faces increasingly complex challenges that transcend national borders, international organizations have emerged as vital platforms for addressing global issues.
This seminar will examine prominent international organizations such as the United Nations, World Bank, International Monetary Fund, World Trade Organization, and regional bodies like the European Union and African Union. Through case studies and critical analysis, participants will gain a comprehensive understanding of the roles, structures, and decision-making processes within these organizations.
The seminar will delve into the concept of bureaucracy and its significance in international organizations. It will investigate how bureaucracies facilitate coordination, implementation, and monitoring of policies and initiatives on a global scale. Moreover, participants will explore the potential benefits and drawbacks of bureaucratic systems in terms of efficiency, transparency, and accountability.

Main topics include:
-          A political system perspective on international organizations in global governance
-          Bureaucracy: Principal-agent theory and bureaucratic influence through mission drift
-          Member states: Complex principals, politicization and informal lobbying
-          Steering and control through socialization and culture
-          Structure and hierarchy
-          International organizations at the street-level 
-          Geographical representation in IO staff bodies
-          Resourcing international organizations
-          Change and reform of IOs
 

Lernziele:
The seminar will provide a platform for stimulating discussions, encouraging participants to critically analyze the strengths and weaknesses of international organizations and their bureaucratic systems. By exploring real-world examples, participants will gain insights into the complexities of global governance and the interplay between bureaucracy, diplomacy, and the pursuit of common goals. Students emerge from this seminar with a comprehensive understanding of public administration and public policy theories as they apply to international organizations. Through this seminar, students will be equipped with a deeper understanding of the mechanisms that shape international cooperation, enabling them to navigate the complexities of international organizations and contribute meaningfully to the pursuit of a more just, equitable, and peaceful world.
