Course content:
How do governments try to solve the most pressing problems of our times? Why do some governments try to solve them differently than others? And how effective are these different problem-solving attempts? These are guiding questions of comparative policy analysis and of this seminar.

First, the seminar discusses essential theretical approaches to the explanation of agenda-setting dynamics and policy change. This includes the discussion of partisan theories and institutional theories of policy change as well as a critical reflection on important theoretical frameworks, such as the Advocacy Coalition Framework, the Multiple Streams Framework, or the Punctuated Equilibrium Framework.

Second, the seminar introduces key concepts in the analysis of policy effectiveness. Which analytical challenges have to be met when trying to evaluate the effectiveness of public policies? We will discuss these questions based on research in the fields of alcohol control policy, cannabis control policy and tobacco control policy.

Finally, the seminar ends with a critical reflection on the possibilities and limits of evidence-based policy-making.

Further information about the exams:
The course requires each student to hand in 5 response papers (2 pages each) to the required reading material. Students choose the 5 sessions /topics on which to write these response papers themselves.
