This course offers an introduction to management issues honing in on the most established group of global actors,namely, international intergovernmental organizations (IGO). We will examine basic administrative elements of these institutions such as organizational structure, strategic planning and decision-making, staff management and budgeting. How are these features influenced by specific tasks and political agenda, how do they impact on management performance and how are they transformed by management reforms? Additionally, we will be focusing on management implications for IGO due to increasing collaboration within existing governance frameworks (UN,OECD) and as pertaining to intergovernmental summits (G-7, G-20), international "public-private partnerships" (Open Government Initiative, World Economic Forum) and similar multi-stakeholder organizations (e.g. Extractive Industries Transparency Initiative, Internet Governance Forum). We will also be considering, how to leverage governmental interest in cooperation and competition with business, civil society, advocacy groups and epistemic communities within a co-creative management environment through defining global targets (such as Sustainable Development Goals), framing emerging areas of activities (internet governance, anti-corruption strategy) and decentralized decision-making. In exploring these and related managerial aspects of multi-stakeholder governance, we will attempt to pin-point typical procedural obstacles and opportunities in coping with international multilateralism.
Lernziele:
Participants will gain insight into administrative structures and procedures of IGO within the context of member state interests. They will learn to identify core management functions and specific operational tasks of individual IGO. They will practice assessing management capacities amd constraints of IGO within the multi-facetted and shifting environment of global governance regimes.

The course is scheduled to take place on three weekends (Fri/Sat). Participants will analyze and discuss selected texts (required reading), prepare oral presentaions on scheduled topics (ca. 15-20 min.), contribute to working groups and take a written final exam. Grading of study performance will take into account the quality of presentation (30%) and exam results (70%).
