Inhalte:
Studying reforms of the EU administrative system and national public administrations in Europe is actually a fascinating subject. It challenges many popular assumptions, increasingly puts into question traditional characteristics of public administration systems, but leaves us puzzled as to the outcomes of all reforms.
Students will also be given detailed insights into the relationship between the EU-Integration process and the reform of national public administrations. For example, students will be familiarized with the concept of implementation of EU-Policies, the identification of EU-competences in the field of public administration, the concept of Europeanisation of Public Administration, the impact of the free movement principle in the field of public administration, EU-Benchmarking etc.
Our leading question will be the following: Despite EU-crisis, is there a trend towards the Europeanisation of public administrations, or rather towards differentiated integration? Are we moving towards a European Administrative Space and more convergence or, towards more fragmentation and best-fits?

Our course starts with the assumption that different contexts and different cultures as well as different socio-economic pressures have a considerable impact on the way public administration reforms are implemented in the Member States of the EU. Consequently, relevance of context and diversity has important implications for the concept of mutual learning. Still, reform fashions, administrative styles, and administrative systems are also converging, at least to some extent.

In order to examine these conflicting developments, we will also examine the concept of comparative public administration as well as the development of organizational systems and theories in Europe. For example as regards the question, what comes after the “bureaucracy” and NPM?
Students will be familiarized with the existence of various administrative models and administrative typologies in Europe. In this block, we will examine a number of pressing challenges to the national public administrations such as changes in the delivery of public tasks, of values, changes of ethics, changes in the composition of the workforce, new leadership challenges, demographic developments, the uncertain future of civil servants, the impact of austerity policies in the field of HRM, the further development of work systems and the future of merit and justice perceptions.
How will these challenges change national and the European administrations in the long run?

Note: This course WILL NOT focus on the Dynamics of the EU system as such, characteristics of the EU, decision-making and introductions into EU-Institutions. In fact, we will analyze dynamics and reforms of the EU- and the national public administrations in Europe. Moreover, we will study the interaction and relationship between reforms on the EU level and on national level.

Lernziele:
The main objective of the course is to give students an introduction into theory and practice of (comparative) public administration and analyse various public administration reforms in the EU.
This course on Comparative Public Administration will be taught in English. Students will be expected to prepare a “(Group-) Referat” for discussions.
