Note on Prerequisites: The course will be delivered in three intensive blocks/parts. Each block will start with a short refresh of the economics/statistics notions needed for good understanding of the lecture content. However, students are expected to be acquainted with most of the notions mentioned in the three "Refresh" sections below.

Part 1: Main concepts and descriptive ways of analysis
Dates: 30.09.2016 (13:30-19:00) and 31.09.2016 (10:00-16:00)

Refresh: Overview of some statistical concepts: distributions, graphing and summarizing distributions, confidence intervals, hypothesis testing, statistical significance; logs; matrix representation of a data massive

What is inequality? Inequality of what and between whom? Why study inequality? Standard techniques to measuring – e.g. income - inequality (income distribution, income shares by quintile group, Lorenz curves, Gini coefficients, Theil index). Understanding factors behind inequality.
(A narrower concept) What is poverty? Short-run vs. long-run poverty. Measurement and magnitude. Living wage. Absolute, relative and subjective poverty. Poverty lines, poverty indexes, poverty profiles, vulnerability to poverty. Poverty traps.
Global tendencies in poverty and inequality. Trends, international comparisons. Poverty maps. Challenges in developed and developing countries.

Part 2: Deeper (empirical) analysis of the conceptsDates: 28.10.2016 (13:30-19:00) and 29.10.2016 (10:00-16:00)

Refresh: regressions, reading tables with descriptive and regression results (linear regression, multiple regression, logit).

Social dimensions of inequality (race, ethnicity, class, gender, immigration status, disability, age, sexual orientation and family structure). Theories of discrimination. Education and inequality. Empirical approaches to assessing discrimination. Oaxaca-Blinder decomposition. Gender gap in employment, gender and motherhood wage gap.
Why is poverty so persistent? Notion of social exclusion. Mobility. Intergenerational determinants of children’s success.
Equivalence scales. Intra-household distribution of wealth.
High-wage and low-wage occupations. Polarization of job opportunities.
Standard and Nonstandard work. Labour market institutions and inequality (e.g. Minimum wage).

Part 3: Social justice and policy responseDates: 25.11.2016 (13:30-19:00) and 26.11.2016 (10:00-16:00)

Refresh: randomization design

Social justice and distributional issues. Contributions of Sen, Rawls, Nozick, Nussbaum.
Poverty and inequality and economic growth. Pro-poor growth.
Taxation and spending, maternity and family related policies.
Policies to alleviate poverty/inequality/discrimination based on gender/race/migratory background.
International organizations and programs pursued (e.g. ILO’s action plan for gender equality).
    Disasters and humanitarian response.

Lernziele:
Upon completion of the course the students should:

  •     Distinguish existing theories and methods to analyse the causes and consequences of inequality and poverty.
  •     Be acquainted with main existing methods to measure inequality and poverty, their properties and limitations (their value and empirical dimensions, and their consequences for the social construction of the problem, policy response, and the political debate).
  •     Describe the major trends in economic inequality in the world after the WWII (trends and disparities in several dimensions including status, health, as well as social and economic inequalities).
  •     Understand stratification and inequality by various social dimensions such as race, ethnicity, class, gender, immigration status, disability, age, sexual orientation and family structure.
  •     Examine the role played by worker and job characteristics in generating wage differentials among workers.
  •     Understand the economic intuition for why similar workers are paid differently; understand the primary theories of discrimination in the labour market.
  •     Be aware of the role of policy in producing, maintaining, and alleviating poverty and inequality.
  •     Know about the theoretical and analytical foundations for promoting social and economic justice.

Weitere Informationen zu den Prüfungsleistungen:
The total grade is composed of two parts:

(40%): 6 in-lecture quizzes will be offered during each 6 days of the lectures. Only 4 best results will count for the final grade. (The quizzes will cover the material covered during the lectures. No additional reading is required to pass a quizz.  Normally, a maximum of 15-20 minutes will be needed to complete a quiz.)
(60%): essay, minimum of 6000 and maximum of 10000 characters without spaces. Topics of the essays will be discussed after the 1st block/part of the course. Deadline for the essay submission is 31.01.2017.
