Description
Migration is a ‘hot topic’ in contemporary political debates. And yet, migration has long been a marginal issue in international politics. In contrast to other border-crossing phenomena like health, environment, trade or finance, the degree of institutionalised cooperation on migration is surprisingly low. Despite a growing awareness that migration will persist as human mobility is a central dimension of globalisation and the insight that states are unable to manage it unilaterally, no formal transfer of competences to an international organisation for migration has occurred and we have no binding treaty on international migration. However, the last two decades witnessed an important shift in migration policies. Attempts have been made both to europeanise and globalise the governing of migration in order to harmonise migration policies among states and to better coordinate the actions of the global actors involved in regulating the cross-border movement of people. The EU is aiming at more integrated migration policies and the recent Global Compact for Migrants is a global attempt at setting standards for migration beyond the state.
Lernziele:
Aims of the Seminar
The aim of this seminar is to analyse these developments and to discuss their political, legal, economic and normative implications. On the one hand, we will look at the central intergovernmental and non-state actors that shape migration governance at the global and regional level as well as the most recent policy and legal developments. In this context, we will also analyse the historical emergence of the migration and refugee regime and discuss some of the economic implications of emerging migration policies. On the other hand, we will discuss different theoretical approaches for the analysis of European and international migration politics and get to know concepts like “securitisation”, “migration management” and “mixed migration” that allow us to understand how the topic of migration is perceived and responded to politically. Finally, we will discuss the moral standing of borders and apply the different theoretical concepts to the case study of the “long summer of migration” 2015 at the European external border. After participating in this class you should have a strong overview of European and global migration policies and actors, know the main academic concepts for analysing migration politics and their consequences, be able to critically assess migration politics and have an idea how to study them empirically.
