This advanced seminar addresses the role of human rights in international politics: How did human rights become part of international politics? Who are the central actors in the international politics of human rights? What are the effects of human rights? Is the international framework for the protection of human rights in crisis? Based on theories and concepts in International Relations, students will deepen their theoretical knowledge about the role of international norms, treaties and institutions, learn to analyse and critically assess human rights politics and its consequences and how to study human rights empirically. The seminar will proceed in four steps: First, we will map the field of human rights and discuss different explanations for their internationalisation, evaluate their claim to universality and study the role of NGOs for human rights agenda-setting. Second, we will assess the compliance with human rights: How can we measure their effects and under which condition do states comply with human rights? Third, we will focus on different means to enforce human rights: The pros & cons for humanitarian interventions, on one hand, and the role of international institutions in monitoring and deterring human rights violations, on the other. Finally, we will take up recent challenges to human rights: What are the reasons for backlashes against human rights courts? What are the chances of realising human rights in an unjust world? What can or should pathways for reforming the human rights system look like? By addressing these issues, we will zoom in on their political, legal and normative implications in several areas of human rights such as the right not to be tortured, women and children rights, the rights of indigenous groups and minorities or the rights of migrants and refugees.
