'Cultural Political Economy' has only emerged in a systematised form comparatively recently, with the publication of Jessop and Sum's Towards a Cultural Political Economy (2013). It brings together elements from multiple other approaches in order to gain a more in-depth understanding of the relationship between the socio-economic structures that shape our daily lives on the one hand, and the semiotic processes through which we perceive the world and make sense of our lives on the other. For this purpose, it brings together elements familiar from the humanities/cultural studies, like genre studies and critical discourse analysis, with those from the social sciences, like governmentality studies and regulation theory. Jessop and Sum characterise Cultural Political Economy as "pre-disciplinary in inspiration, trans-disciplinary in practice, and post-disciplinary in its aspiration", emphasising that their aim is to tackle big questions that it may not be possible to address satisfactorily within a single discipline. Most importantly, the relationship between social and cultural phenomena, as Cultural Political Economy sees it, is not a one-way street: socio-economic structures affect semiotic processes, but semiotic processes also influence the development of socio-economic structures. Put in simple terms: the way we see the world and the stories we tell about it have direct effects.
Cultural Political Economy can be applied to analysing an immensely diverse range of phenomena, from the ways in which the concept of 'competitiveness' shapes economic policy through the shortages of baby milk in Hong Kong shops, austerity politics, and the prominent representation of 'authenticity' as a valued quality of individuals in contemporary fiction. However, crises, in particular, constitute a subject that can be fruitfully approached through Cultural Political Economy, including both the global financial crisis and the current Covid-19 crisis: crises render problematic our well-established routines, including routines of perception and habits. Thereby, they draw attention to the conventions underlying these perceptions and habits and facilitate an analysis. On the other hand, crises are construed as crises in a particular way; the issues that are foregrounded as having led to the crisis, for instance, are more likely to be perceived as problematic, but they may be only part of the factors that affected the overall situation.
On this course, we will begin by exploring the theoretical foundations of Cultural Political Economy and look at a number of different contexts in which it has, so far, been applied. Then, students will have the opportunity to conduct a short case study in which they apply the method to a social/cultural phenomenon, and assess the method's usefulness. Finally, we will assess the general strengths and weaknesses of Cultural Political Economy in comparison to other approaches.

 

Lernziele:
Students will become acquainted with the central assumptions and principles of Cultural Political Economy, some of the ways in which it has, hitherto, been applied, and its relationship with other theories and methods.
They will gain practical experience in undertaking a case study in Cultural Political Economy, and reflect upon the process and its outcome.
Thereby, they will increase their competence in assessing the 'fit' between a research question and the approach chosen to address it, as well as the strengths and weaknesses of a theory.
