Inhalte: Course Description: This course looks at cultural policy through the lens of cultural democracy and cultural rights, two bedrock issues for human rights. More than just an issue on the international level, cultural democracy and cultural rights for individuals depend on national and local governments, through funding and policy initiatives directed at arts institutions and NGO organizations. The course begins with basic principles of cultural policy and policy cycles, as well as processes of policy analyses. With this foundation, students will examine the interplay between government and institution/organization to bring about cultural democracy and ensure cultural rights. What does successful cultural democracy look like? Is it possible to ensure cultural rights to all in face of increased multiculturalism worldwide? What forces support or prevent the exercise of cultural rights, or move nations and their populations away from support of cultural democracy? The focus is on U.S. and German examples, but cases from other nations are considered as well. Students will also learn principles for advocacy of cultural policy positions on these issues.
Lernziele: Students will learn to: • Take different perspectives to look at cultural democracy and cultural rights • Critically assess policy positions • Write a policy brief to advocate for a policy position • Conduct research in digital environments
Weitere Informationen zu den Prüfungsleistungen: Structure: The course will combine asynchronous, online learning with real-time, synchronous meetings with the instructor on the learning platform. Students will complete group or individual assignments, including a policy brief, reflective, analytical paper, and short research assignments. Online, asynchronous discussion is also required.
