Inhalte:
This seminar teaches the basics of comparative policy research. The focus is thus on questions of what governments do, why they do it, and what difference this makes. Accordingly, the seminar introduces the basics of surveying different dimensions of public policy and conveys important development trends in the fields of social policy, environmental policy, moral policy, and education policy. Also, with the help of regular excursions into the field of public health policy, central theoretical explanations for policy change as well as different approaches to identify direct and indirect effects of public policies are discussed. The seminar concludes with a discussion of the possibilities and limitations of evidence-based policy.
 

Lernziele:
The seminar teaches basic concepts and theories of comparative policy research.

Students learn about central developments and the state of research in different policy areas.

The central learning objective is to enable students to develop their own research question and to be able to address it with the help of a meaningful research design.

Weitere Informationen zu den Prüfungsleistungen:
Students are asked to find their research question in an area of public policy and derive a suitable research design to answer this question. It is beyond the scope of the course to actually carry out and implement the research design. Rather, students develop a research plan they would be able to carry out with adequate resources and time. In addition, students provide these research designs in written form. Specifics will be defined within a Teaching Agreement with the students.

Modulbeschreibung:
ContentThe module deals with the systematic research of comparative policies on an international level. Comparative political research will focus specifically on following scientific questions: ?
| Why do policies vary between countries and within those countries over time? ?
| In which patterns do certain policies spread from one country to another? ?Which role does the success of specific policies play in the stability of political systems?
These questions will be answered by examining various policy fields, such as regulations of the labor market, taxation and transfer payments, education, healthcare, crime and environmental issues.
Qualification Objectives
The students will familiarize themselves with fundamental methods and techniques of comparative policy analysis and learn to apply them to specific political problems. They will get to know the political background conditions needed for the emergence, adoption and transfer of policies and learn to estimate the successful realization of specific policies
