Inhalte:
Political phenomena like Trump, Brexit, the AfD and the rise of populism are analyzed as symptoms, results, or drivers of a crisis of democracy. This seminar focuses on long-term processes within modern democracies that might offer explanations or at least a better understanding of these phenomena.

The first part of the seminar is dedicated to the evolution of key democratic institutions. In this context, we will discuss how the role, composition and competences of national parliaments have changed along with the distribution of power between the legislative and executive. Moreover, we will discuss the evolution of political parties. Despite diminishing numbers of party members and core constituents, they continue to fulfill very important functions within representative democracies. In addition, courts – particularly constitutional courts – attract the attention of political science. On the one hand, scholars describe an increasing legalization of politics. On the other hand, judicial decisions are suspected to be influenced by strategic and ideological concerns.

Quite obviously, the media landscape has also been subject to major changes characterized by an increasing level of fragmentation. Moreover, the increasing politicization of the media landscape not only reflects political bias in media reporting but also the fact that the media itself has become the subject of political controversy.

In the second part of the seminar, we will turn to four rather recent book publications, which try to bring these long-term trends together in order to offer explanations for the state of Western democracy. We will start with the contribution by Norris and Inglehart (2019) who develop a cultural theory of populism. In contrast, the second book written by Manow (2018) wrestles with the question of why right-wing populism dominates the north of Europe, while left-wing populism dominates Europe`s south. Rejecting the cultural backlash theses, Manow emphasizes economic factors that explain this pattern. In "Brexitland" Sobolewska and Ford (2020) offer a thorough assessement of the road to Brexit. Finally, we finish with the contribution by Schäfer and Zürn (2021) "Die demokratische Regression" who criticize that cultural as well as economic accounts of populism neglect the political factors that drive these developments.

Each student will choose one of these four book publications and write an individual book review that will be discussed in class.

Students will write a review of one of four books from which to choose. These include a summary as well as a critical appraisal. Further details will be developed together with the students in the teaching agreement.

The module specializes on political and administrative comparisons and covers both the institutional and the actor-centered dimensions of social and political power structures (polity and politics dimensions), as well as the policy dimension of the contents of political programs (policy analysis). In its overall perspective the module thus provides a comprehensive overview of the main governance models in a European and non-European, as well as international comparison
.Qualification Objectives
Thus, the students are enabled to analyze and evaluate converging and diverging developments of governance systems. They can critically evaluate policy transfers and the diffusion of political solutions in their scope, and can analyze them on a sound methodological basis.
