Inhalte:
Building on 113072 Politik der EU (Polity, Politics & Policies of the EU), this course will further deepen selected topics of European politics. This seminar is thus more advanced and more specialized. Among others, we will analyze case studies on the explaining power of major theories of European integration, the power balance between EU institutions and member states, political contestation and public opinion on the EU, questions of the so-called "democratic deficit'', selected policy fields, and the external influence of the EU. Students will read the literature (usually two research articles) in advance to prepare themselves for the discussion of the content and implications of the reading in class. We will engage with academic articles in-depth, also by discussing the research design and methods applied in these studies.
Topics covered include:
- Major theories of European integration: case studies on realist vs. liberal intergovernmentalism, intergovernmentalism vs. supranationalism, functionalism, postfunctionalism and normative institutionalism
- Agenda Setting: The role of the European Commission
- Implementation and compliance monitoring
- Bargaining in the Council
- Party politics in the European Parliament
- The role of interest groups
- The democratic deficit debate/Public contestation and public opinon, e.g. rise of Eurosceptic parties, Brexit
- The external influence of the EU, e.g. international climate policy, crisis diplomacy
Lernziele:
Students learn key principles of EU law as well as core aspects of governance arrangements within different policy areas within the EU’s multilevel system. Moreover, students develop the ability to identify important hurdles to EU decision-making as well as sources of implementations and enforcement problems. Finally, students are able to critically reflect on the problem-solving capacity of the EU’s multilevel system.

Proposal for our teaching agreement
The performance is graded in two parts, which are weighted for the final grade as follows:
– Midterm 50% (tests and forum contributions 50%; presentation 50%)
– Term Paper (50%)
The tests (3-4) are based on the weekly readings (usually two research articles) and ask for a short summary of the key argument/message of the author/s (4-5 sentences). The intension of the (3-4) forum contributions is to think about the argument/message of the author/s and develop your own thoughts/comments on the topic (4-10 sentences).
In your presentation you should either assess the performance of the EU in a policy area not covered in class or deal with another aspect of EU governance. Presentations are scheduled for the last session/s. Based on your presentation you write a term paper on the same topic (around 10 pages).
