Course content:
Reforms in the provision of public services with new institutional arrangements have made state-owned enterprises (SOEs) increasingly relevant in many countries. Studies for different countries demonstrate the significant role of SOEs as policy instrument in terms of their economic relevance and for providing public services. Worldwide, SOEs represent approximately 10% of global gross domestic product. For Germany, empirical studies show that 50% of the employees in the public sector do work not in the core administration, but in SOEs and comparable public organisations. SOEs undertake more than half of the public sector’s investments and the debt ratio of SOEs is often even higher than that of the core administration. For other countries, studies show similar tendencies. For the big societal issues such as sustainability, debt crises, cutback management and citizen engagement, the sustainable and integrated governance of core administration and SOEs is a crucial issue. However, governance deficits have raised discussions in various countries about sustainable governance and integration of SOEs in the policy cycle. Public corporate governance is understood as the legal and factual framework for the control, monitoring and management of legally and/or economically independent entities owned by public authorities, their design and the practiced management and supervision and play an important role for sustaibable governance. The course covers theories, concepts and instruments of sustainable governance and public policy as well as current research results in the field. Theories and instruments are used for problem analysis and to derive lessons and reform options for public sector organizations. Introductory lectures by the lecturer on theoretical, conceptual and methodological content alternate with student contributions in the process of writing seminar papers and general discussions. The students are intensively guided in the design and implementation of an empirical seminar paper in the sense of the guiding idea of research-based learning. The exact format will be presented and agreed in the first course with regard to the number of participants and the composition of the course.

Educational objective:
The students

-Can describe the most important conceptually and theoretically fundamental terms and basics of sustainable governance, public corporate governance and public policy

-Can name specific and constituent characteristics of sustainable governance and political control and management of state-owned enterprises in the policy cycle

- Are able to apply theories underlying sustainable governance and public policy for the analysis of problems and for the formulation of design recommendations as appropriate to the situation

- Are able to apply and reflect on the guiding principle of evidence-based management,

- Are able to develop and address an ambitious and realistic research question in the context of their topic, which has relevance for international science and concrete implications for practice

- Streghten the ability to conduct their own empirical study in the context of their empirical work in a methodical manner,

- Strenghten the ability to reflect on project management in the process and have developed this considerably in comparison to the beginning of the course, 

- Have significantly developed further key qualifications such as presentation skills, time management and teamwork skills.
